Major Facility Emissions: Multi-Year Monitoring Period (MYMP)

The Safeguard Mechanism sets legislated emissions limits—called baselines—for Australia’s largest emitters. In general, baselines are calculated by multiplying a facility’s output by an emissions-intensity factor and fall by 4.9% annually. (Read more: DCCEEW)

One exception is multi-year monitoring periods (MYMPs). Companies with excess emissions and a plan to cut them over time can apply for an MYMP, which allows their baseline to be averaged over several years.

• MYMPs extend the baseline across up to five years, giving the facility more time to complete emissions reduction projects.
• During the MYMP, a facility may exceed its annual baseline without penalty. Offsets and credits are assessed at the end of the full period.

OnlyFacts reports annual emissions and baselines. MYMP facilities may appear to exceed their baseline each year, but aren’t eligible for credits—or required to surrender them—until the MYMP ends.
