‘Major facilities’ are Australia’s largest industrial emitters. Known as ‘Safeguard facilities’, they're regulated under the Safeguard Mechanism—a law that sets emissions limits, or baselines.
These are the only corporate entities in Australia legally required to cut emissions, though they can meet this entirely through credit purchases.
Electricity facilities (shown in brown below) share a sector-wide baseline; all others have individual limits.
